Beyond the Horizon 1998 Fall Conference

Dear Colleague:
I’m worried about our future as licensed psychological associates in North Carolina.
As I’m sure you know, we’re the only masters-level clinicians in our state still denied the right to practice independently. Professionally, that places us a notch below not only masters-level clinical social workers, but independently practicing crystal ball gazers and palm readers as well.
And now, the North Carolina Psychological Association has joined the American Psychological Association in a national campaign to eliminate licensure for masters-level psychologists.
Meanwhile, the number of North Carolinians covered by managed care plans has increased to nearly half of all insured workers in our state. The percentages of HMO members are even higher in our metropolitan areas—50 percent in the Charlotte area, 55 percent in the Triad and fit percent in the Triangle.
Since managed care payors will directly reimburse only independent practitioners, those numbers mean our masters-level private practitioners have already lost at least half their potential insured market.
Since 1994, your colleagues in the North Carolina Association of Professional Psychologists—NCAPP—have been fighting to free ail of us from unfair state practice regulations. Most recently, NCAPP members have been following the lead of masters-level psychologists in other states who have won their professional freedom in court. We have retained an attorney, Jeffrey S. Love of Lane Powell Spears Lubersky LLP in Portland, Oregon, to represent us.
Mr. Love has built a national practice working with professionals just like us to strike down unfair practice restrictions. He consults with state organizations, as welt as our parent organization, the Northamerican Association of Masters in Psychology (NAMP), and has successfully litigated cases on behalf of a number of practitioners.
I’d like to invite you to meet Mr. Love on Saturday, November 7, when he will present the keynote address for NCAPP’s Fall Conference at the Airport Marriott in Greensboro. Qt’s easy to find. Just follow signs to the Piedmont Triad International Airport. The Marriott is just west of the terminal on the airport campus.)
The conference program will begin with my overview of our professional status at the state level. Next, our past president and the current president of NAMP, Henry Tonn, will present an overview of issues affecting us from a national perspective. Mr. Love’s presentation will follow, after which, you’ll have an opportunity to join in a moderated open discussion with him and other conference presenters and attendees.
After a catered lunch, you’ll have your choice of two pairs of break-out sessions (for which you can earn CEU credits), followed by a panel discussion with the NCAPP Board of Directors and a representative of North Carolina’s licensing board. We’ll break at 5:00 for an hour of informal discussion and socializing.
Here’s why it is critically important for you to attend the conference: The issues we’ll discuss are crucial to your career and your livelihood. Left unchallenged, the NCPA may well lobby us out of existence—assuming the HMOs haven’t squeezed the life out of our profession first.
Whether or not you’re an NCAPP member, we value your input and want to hear your thoughts on our efforts to save our profession. Once you’ve spent the day with us and seen firsthand the vitally important career benefits we have to offer, we hope you’ll realize you need NCAPP every bit as much as NCAPP needs you.
The challenges we face are so important and, frankly, alarming to those of us serving on NCAPP’s Board of Directors that we have voted to invite selected North Carolina LPAs to attend the day-long conference at the $65 member rate—a $20 savings off the regular non-member registration fee.
And, when you attend the conference, you can sign up for a free trial membership in NCAPP through June 1999. That’s right. We’re offering you a reduced rate for the conference and a free NCAPP membership. Why? Because we’re confident, after enjoying nearly eight months of free membership, you’ll be eager to renew your membership next July.
So far, all but a few of North Carolina’s 1,200 licensed masters-level psychologists have stood by silently while others controlled our careers and worked to undermine our future as clinicians. Unless we speak up soon, and in one clear, strong voice, our profession is threatened with extinction. That’s why I strongly encourage you to review the conference program on the facing panel and register right now to attend. I’ll look forward to seeing you there.

The master’s degree is insufficient training for independent practice.
Allowing master’s level people to practice psychology independently will only further confuse a public that already has trouble distinguishing one mental health professional from another.
States have traditionally given professions the right to set their own credentialing standards.
